Academy of the State Customs Committee of the Republic of Azerbaijan

1.    General provisions

 

1.1 The Academy of the State Customs Committee of the Republic of Azerbaijan (hereinafter - the Academy) established by the Decree of the President of the Republic of Azerbaijan No. 1972 dated January 24, 2012 is a special purpose state higher education institution implementing higher and additional education programs, conducting fundamental and applied scientific research.

1.2 The Academy is a legal entity, it has an independent balance sheet, state property in use, treasury and bank accounts, a seal with a description of the State Emblem of the Republic of Azerbaijan on it, stamps and letterheads engraved with its name.

1.3 The Academy prepares highly educated personnel for the State Customs Committee of the Republic of Azerbaijan, organizes additional education of customs officers and scientific research on modern issues of the activity of the State Customs Committee of the Republic of Azerbaijan.

1.4 The Academy operates in accordance with the Constitution of the Republic of Azerbaijan, international treaties to which the Republic of Azerbaijan is a party, laws of the Republic of Azerbaijan, decrees and orders of the President of the Republic of Azerbaijan, decisions,and orders of the Cabinet of Ministers, normative legal acts of the Azerbaijan State Customs Committee and The Ministry of Education of Azerbaijan, the decisions of the Board of Azerbaijan State Customs Committee, orders,and decrees of the Chairman of the State Customs Committee of the Republic of Azerbaijan and this Statute.

1.5 Issuance of special permits (licenses) for the activities of the Academy and accreditation of the Academy is carried out in accordance with the Law of the Republic of Azerbaijan "About Education".

1.6 The Academy operates in cooperation with government agencies and relevant agencies of other countries.

1.7 The Academy submits statistical and financial reports in accordance with the Law of the Republic of Azerbaijan "On Official Statistics" and the Law of the Republic of Azerbaijan "On Accounting", reports to the Chairman of the State Customs Committee of the Republic of Azerbaijan on the results of its activities.

1.8 The Academy is located in Baku.

 

2.    The main activities of the Academy

 

2.0 The main activities of the Academy are as follows:

2.0.1    training of highly qualified customs personnel;

2.0.2    Implementation of additional training of personnel in the areas of activity of the State Customs Committee of the Republic of Azerbaijan;

2.0.3    conducting scientific research in the field of customs;

2.0.4    organization and improvement of methodical work.

 

3.    Duties and rights of the Academy

 

3.1 The duties of the Academy are as follows:

3.1.1    to train highly qualified specialists, to carry out additional education of personnel, to train scientific and scientific-pedagogical personnel;

3.1.2    to develop educational programs and curricula;

3.1.3    to carry out attestation of changing staff;

3.1.4    to issue diplomas on education, as well as other documents on education in accordance with the Law of the Republic of Azerbaijan “About Education”;

3.1.5    to carry out material and technical support of the educational process, to build buildings and rooms in accordance with the existing norms and requirements;

3.1.6    to organize the educational process at a high level, to ensure the intellectual, cultural and spiritual development of the changing staff, to form professional characteristics;

3.1.7    to organize scientific research in the field of customs, as well as research related to the application of customs regulation tools;

3.1.8    to conduct fundamental and applied scientific research, to prepare informative-analytical, scientific-methodical materials and recommendations for government agencies;

3.1.9    to participate in the formation of reserve personnel in the system of the State Customs Committee of the Republic of Azerbaijan;

3.1.10 to ensure the proper use of funds allocated to the Academy;

3.1.11 to prepare and publish educational, educational-methodical, scientific literature and auxiliary materials to ensure the educational process, to improve and develop the material-educational base;

3.1.12 to take necessary measures to protect state secrets and confidentiality and ensure security;

3.1.13 to perform other duties provided by the Law of the Republic of Azerbaijan “About Education”.

3.2 The Academy has the following rights:

3.2.1    To freely carry out the educational process in accordance with the Law of the Republic of Azerbaijan “About Education” and this Statute;

3.2.2    To plan and organize educational, methodical, scientific research and analytical-informative activities of the Academy;

3.2.3    to organize and improve the methodological support of the educational process, to determine the forms and methods of training, to independently prepare educational documents and other documents related to the organization of the educational process in accordance with state educational standards and educational programs for different specialties (specializations);

3.2.4    to assess the professional knowledge and business qualities of the students according to the results of education and to give them recommendations on the use of that knowledge and qualities in the relevant service areas;

3.2.5    to carry out scientific research and prepare scientific-methodical documents in accordance with the profile;

3.2.6    to establish scientific relations, to participate in projects related to education, including international projects;

3.2.7    to hold meetings, seminars, conferences, symposiums, olympiads, competitions, exhibitions and to participate in their implementation;

3.2.8    to carry out editorial and publishing work related to the activities of the Academy, to prepare and publish scientific works, teaching and educational-methodical literature;

3.2.9    to provide paid educational services on a contractual basis in accordance with the Law of the Republic of Azerbaijan “About Education”;

3.2.10 To submit proposals to the State Customs Committee of the Republic of Azerbaijan on improving the structure of the Academy, making changes in the staff list and improving the material and technical supply;

3.2.11 To submit a petition to the Chairman of the State Customs Committee of the Republic of Azerbaijan for awarding honorary titles, state awards and prizes to the employees of the Academy;

3.2.12 to request and receive necessary information (documents) from the executive power and local self-government bodies, legal entities and individuals on issues related to the activities of the Academy;

3.2.13 in accordance with the Law of the Republic of Azerbaijan "About Education", to cooperate and exchange experience with international organizations, relevant agencies of foreign countries, to establish international relations for the exchange of students, masters, doctoral students, teachers, and researchers;

3.2.14 to adopt acts that do not contradict the law within the scope of its authority in order to organize the activities of the Academy;

3.2.15 to exercise other rights provided by the Law of the Republic of Azerbaijan “About Education”.

 

4.    Structure and management of the Academy

 

4.1 The structure and staff list of the Academy are approved by the Chairman of the State Customs Committee of the Republic of Azerbaijan.

4.2 The structure of the academy includes management, faculty, department, division, secretariat, library, and other structural units.

4.3 The leadership of the Academy consists of the Head of the Academy and three Deputy Heads of the Academy.

4.4 The head of the Academy is appointed and dismissed by the President of the Republic of Azerbaijan on the recommendation of the Chairman of the State Customs Committee of the Republic of Azerbaijan, and the deputy heads of the Academy are appointed and dismissed by the Chairman of the State Customs Committee of the Republic of Azerbaijan on the recommendation of the head of the Academy.

4.5 The general leadership of the Academy's activity is carried out by the State Customs Committee of the Republic of Azerbaijan.

4.6 The current management of the Academy is carried out by the Head of the Academy.

4.7 Head of the Academy:

4.7.1    Personally, responsible for the implementation of the duties and rights of the Academy;

4.7.2    Leads the educational, training, teaching-methodical, scientific research, editorial-publishing and financial-economic activities of the Academy;

4.7.3    represents the Academy in state bodies, departments, and organizations, in relationships with international organizations, concludes deals on behalf of the Academy, issues power of attorney, opens accounts in banks and other credit organizations;

4.7.4    Approves the internal disciplinary rules of the Academy;

4.7.5    Submits proposals to the State Customs Committee of the Republic of Azerbaijan on the number of staff, establishment, reorganization and elimination of the structural units of the Academy, submits the staff list for approval;

4.7.6    Organizes the accounting of material resources in the Academy, monitors their use, issues orders on the property and funds of the Academy within the limits of his powers;

4.7.7    Initiates the discussion of issues related to the activities of the Academy to the Board of the State Customs Committee of the Republic of Azerbaijan, ensures the preparation of these issues for discussion by the Board;

4.7.8    Ensures the implementation of relevant measures provided for in the work plan and decisions of the Board of the State Customs Committee of the Republic of Azerbaijan, orders and directives of the Chairman of the State Customs Committee of the Republic of Azerbaijan;

4.7.9    issues orders, directives, and written instructions that are binding on the permanent and variable staff of the Academy within its powers;

4.7.10 Makes a presentation to the State Customs Committee of the Republic of Azerbaijan on awarding special ranks to the employees of the Academy;

4.7.11 Determines the powers of the Deputy Heads of the Academy and other employees, approves job descriptions;

4.7.12 Organizes the remuneration and incentives of the Academy's staff;

4.7.13 Ensures clerical and archival work at the Academy, protection of state secrets, implementation of security measures and observance of confidentiality regime;

4.7.14 Provides reception and consideration of citizens' appeals at the Academy;

4.7.15 Resolves other issues related to the activities of the Academy that do not fall within the competence of the Academic Council of the Academy.

4.8 The Head of the Academy may delegate the performance of his / her separate powers by the relevant order to the Deputy Heads of the Academy and other officials of the Academy.

4.9 The supreme governing body - the Scientific Council of the Academy (hereinafter - the Scientific Council) is established to discuss important issues of the Academy's activities.

4.10   The activity of the structural units of the Academy is determined by the regulations adopted by the Scientific Council and approved by the Head of the Academy.

4.11   The composition of the Scientific Council is approved by the Chairman of the State Customs Committee of the Republic of Azerbaijan upon the recommendation of the Head of the Academy. The Scientific Council consists of the Head of the Academy (Chairman of the Scientific Council), Deputy Heads of the Academy, deans of faculties, heads of leading departments and other specialists. The Scientific Council may also include the heads of structural units of the State Customs Committee of the Republic of Azerbaijan.

4.12   The Vice-Chairmen and Secretary of the Scientific Council are elected from the Scientific Council. The term of office of the Scientific Council is 5 years. The powers of the members of the Scientific Council may be terminated early by the decision of the Scientific Council. Early re-establishment of the Scientific Council is carried out at the request of at least two-thirds of its members.

4.13   The activity of the Scientific Council is organized in accordance with the requirements of the normative legal acts of the State Customs Committee of the Republic of Azerbaijan and the “Regulations on the Scientific Council” approved by the Ministry of Education of the Republic of Azerbaijan. The Scientific Council operates on a public basis.

4.14   Decisions of the Scientific Council are approved by the orders of the Head of the Academy.

4.15  The Scientific Council

4.15.1 solves important issues of teaching, training, methodical and scientific research;

4.15.2 makes proposals in the field of personnel training and additional education;

4.15.3 discusses draft curricula and programs, draft methodological, educational, scientific research, editorial and publishing works and additional education plans;

4.15.4 listens to the reports of the Academy and its structural units;

4.15.5 discusses projects of textbooks, teaching materials, monographs, other types of scientific and scientific-methodical literature;

4.15.6 carries out work on preparation of highly qualified scientific and scientific-pedagogical staff;

4.15.7 applies for the awarding of scientific titles to the scientific and pedagogical staff of the Academy;

4.15.8 approves the topics of dissertations;

4.15.9 discusses measures related to the improvement and development of the material and technical base of the Academy;

4.15.10  approves candidates for the award of scholarships;

4.15.11  makes proposals to the head of the Academy on the structure of the Academy;

4.15.12  determines the priority directions of scientific researches, approves plans of scientific researches and reports on their implementation, plans of training and additional education of pedagogical staff;

4.15.13  recommends candidates from among the persons who have applied for admission to doctoral studies, dissertation approval, as well as for granting creative leave;

4.15.14  establishes and awards honorary titles of the Academy;

4.15.15  makes proposals to the head of the Academy on the issues of joining and leaving the educational associations and unions of the Academy.

4.16   The faculties of the Academy are its educational-scientific and administrative divisions, which train bachelors and masters in one or several similar specialties within the same field and direction, increase and retrain specialists (staff) in the relevant field, as well as leads scientific research and education.

4.17   The general management of the faculties of the academy is carried out by the faculty scientific council. The Scientific Council of the Faculty is elected for a term of 3 years by the order of the Head of the Academy. The chairman of the scientific council of the faculty is the dean. Early re-election of the faculty scientific council is carried out at the request of at least two thirds of its members. The composition of the faculty scientific council is approved by the head of the Academy. The composition and powers of the faculty scientific council are regulated by the "Regulations on the Scientific Council" approved by the Ministry of Education of the Republic of Azerbaijan.

4.18   The department is the main educational-scientific structural unit of the Academy, carries out teaching, methodical, scientific research activities and additional education in one or several related disciplines.

4.19   The academy envisages positions on scientific-pedagogical (teaching staff, scientific workers), engineering-technical, administrative, administrative-economic, teaching-assistant and other staff.

 

5.    Admission to the Academy

 

5.1 Admission of students to the Academy is carried out by the State Student Admission Commission of the Republic of Azerbaijan based on the results obtained by applicants in the knowledge assessment examinations.

5.2 Persons with full secondary education or secondary special education can be admitted to the bachelor's level of the Academy, and persons with a bachelor's degree can be admitted to the master's level.

5.3 Admission of foreigners and stateless persons to the bachelor's, master's and doctoral levels of the Academy is carried out in cases stipulated by international agreements to which the Republic of Azerbaijan is a party.

5.4 The State Customs Committee of the Republic of Azerbaijan submits proposals on the admission plan to the Academy to the Cabinet of Ministers of the Republic of Azerbaijan.

 

6.    Educational activity of the Academy

 

6.1 Training of specialists and scientific-pedagogical staff at the Academy consists of bachelor's, master's and doctoral levels of higher education.

6.2 Undergraduate education at the Academy is organized only in full-time form, and master's degree education is organized in full-time and part-time forms. The normative period of full-time education at the bachelor's level is four years. The normative period of full-time education at the master's level is two years, and part-time education is two years and six months.

6.3 Undergraduate and graduate education at the Academy is organized in accordance with the Law of the Republic of Azerbaijan "About Education".

6.4 The procedure for establishing doctoral studies at the Academy and admission to doctoral studies shall be determined by the Cabinet of Ministers of the Republic of Azerbaijan.

6.5 The awarding of scientific degrees to scientific and pedagogical staff of the Academy is also carried out through dissertations. Assignment of dissertations to the relevant departments of the Academy is carried out in accordance with the procedure established by the Cabinet of Ministers of the Republic of Azerbaijan.

6.6 Scientific degrees and scientific titles are awarded to the employees of the Academy in accordance with the "Regulations on the rules of awarding scientific degrees and scientific titles" approved by the Decree of the President of the Republic of Azerbaijan No. 857 dated February 21, 2003.

6.7 Additional education at the Academy is organized in accordance with the Law of the Republic of Azerbaijan "About Education" and this Statute.

6.8 Additional education at the Academy covers the following areas:

6.8.1    professional development;

6.8.2    retraining of personnel;

6.8.3    internships and staff development;

6.8.4    repeated higher education;

6.8.5    raising rates.

6.9 Additional education at the Academy is provided on a paid basis. Additional education of customs officers of the Azerbaijan Republic is paid at the expense of the extra-budgetary development fund of the customs system according to the "Regulations on the off-budget development fund of the customs system of the Azerbaijan Republic and Rules of spending of funds" approved by the Cabinet of Ministers.

6.10   The organization of the educational process in the specialties at the Academy is carried out on the basis of the curriculum prepared in accordance with the state educational standard and program of higher education, as well as the educational program on relevant specialties and approved by the head of the Academy.

6.11   While defining the forms, methods and means of the educational process, the Academy creates conditions for the full mastery of vocational education programs and curricula. The educational process at the Academy is organized on the basis of a credit system in accordance with the European Credit Transfer System.

6.12   The academy also implements international educational programs. Training of specialists on international educational programs is regulated by international agreements, the Law of the Republic of Azerbaijan “On Education” and this Statute.

6.13   The final attestation of students is carried out by the State Attestation Commission. Establishment and organization of the work of the State Attestation Commission shall be carried out in accordance with the procedure established by the Cabinet of Ministers of the Republic of Azerbaijan.

6.14   The issues of transferring students from one educational program to another or from the Academy to another higher education institution, expulsion, reinstatement to the Academy and granting them academic leave are regulated by the rules established by the Ministry of Education of the Azerbaijan Republic.

6.15   Students who have completed bachelor's or master's degree programs in higher education and passed the final state certification are issued a state document on education - a diploma.

6.16   Persons who have completed their doctoral education and received a relevant scientific degree are issued a state-standard document - a diploma in a single form confirming that scientific degree.

6.17   Students who have not completed the relevant levels of higher education shall be issued a certificate in accordance with the procedure established by the Cabinet of Ministers of the Republic of Azerbaijan.

 

7.    Scientific research activity of the Academy

 

7.1 Specialist training at the Academy is based on the integration of science and education.

7.2 The activity of the Academy in the field of science is aimed at conducting scientific research on topical issues of the State Customs Committee of the Republic of Azerbaijan, development of relevant fields of science in accordance with the profile of the Academy, application of scientific research results in teaching and customs.

7.3 The scientific research work carried out at the Academy is fundamental and applied.

7.4 The Academy ensures the application of the results of scientific research carried out by the Academy in the field of customs and educational process (lectures, classes, seminars and laboratory classes, course projects, course and graduation works, master's dissertations) and dissemination of them by publishing in monographs, scientific articles, teaching aids and reporting in scientific forums.

7.5 The purpose of scientific research activities carried out at the Academy is as follows:

7.5.1    to ensure the conduct of fundamental and applied-theoretical research, the implementation of scientific research and scientific-technical work;

7.5.2    to perform scientific tasks; 

7.5.3    to improve the quality of training by effectively using the scientific potential of the staff;

7.5.4    to increase the qualification level of the teaching staff;

7.5.5    to organize the application of the results and achievements of scientific research;

7.5.6    to ensure the unity of educational and scientific processes;

7.5.7    to apply the results of scientific research in the educational process and in the practical activities of the State Customs Committee of the Republic of Azerbaijan;

7.5.8    to study and generalize national and international experience in the main areas of scientific research;

7.5.9    to carry out analytical, consulting and forecasting activities for governmental and non-governmental organizations on the basis of an application;

7.5.10 to participate in the preparation and examination of draft normative legal acts;

7.5.11 to hold scientific seminars, conferences, symposiums and congresses with the participation of national and foreign experts.

7.6 The directions of scientific research work in the Academy are determined by the Scientific Council.

7.7   The scientific research activity of the Academy is carried out in accordance with the perspective and current plans approved by the Scientific Council in coordination with the State Customs Committee of the Republic of Azerbaijan.

 

8.    Permanent and changing staff of the Academy

 

8.1 The permanent staff of the Academy consists of the management, faculty, researchers and other staff members determined by the staff list.

8.2 Appointment and dismissal of personnel to the positions of the permanent staff of the Academy is carried out by the Chairman of the State Customs Committee of the Republic of Azerbaijan on the basis of the presentation of the Head of the Academy.

8.3 Professors and researchers are appointed to the positions of persons who have the ability to teach and conduct scientific research in accordance with modern requirements for professional training, health and moral qualities. Persons with scientific degree and scientific title, higher education in accordance with the profile of the position, pedagogical experience have an advantage in the appointment to the positions of professors and teachers.

8.4 The rights and responsibilities of the permanent staff of the Academy, including the administrative, administrative-management, administrative-logistics, engineering-technical, teaching-auxiliary staff of the Academy are regulated by the Constitution of the Republic of Azerbaijan, the Labor Code of the Republic of Azerbaijan, law of the Republic of Azerbaijan “About Education” and international agreements to which the Republic of Azerbaijan is a party, this Statute, internal disciplinary rules of the Academy, normative legal acts of the State Customs Committee of the Republic of Azerbaijan and employment contracts concluded between the employer and the educator.

8.5 The responsibilities of the faculty and researchers of the Academy are as follows:

8.5.1    to participate in the implementation of state policy in the field of education;

8.5.2    to ensure the mastery of educational programs;

8.5.3    to form an active civic position in students, to educate them in the spirit of patriotism and Azerbaijanism, to prepare them for independent life and labor activity;

8.5.4    to involve students in scientific activity;

8.5.5    to encourage students with personal example for respect and care for the Constitution and laws of the Republic of Azerbaijan, state symbols, history, culture, language, customs and traditions of the Azerbaijani people, national and universal values, society, environment;

8.5.6    to observe pedagogical ethics and moral norms, to hold high the prestige of teachers, to set an example of intelligence;

8.5.7    to respect the honor and dignity of students;

8.5.8    to protect students from all forms of physical and mental violence, to discourage them from harmful habits;

8.5.9    to raise the level of specialization and scientific-pedagogical level, to conduct scientific researches, to hold additional classes;

8.5.10 to pass certification;

8.5.11 To follow the internal disciplinary rules of the Academy.

8.6 The faculty and researchers of the Academy have the following rights:

8.6.1    to be provided with normal labor, scientific and pedagogical work and educational conditions, technologies meeting modern standards;

8.6.2    to take an active part in the organization and management of the educational process in accordance with this Statute;

8.6.3    to freely choose the form, methods and means of teaching;

8.6.4    to demand that his honor and dignity be treated with respect;

8.6.5    to hold a position in the Academy and, if appropriate, to elect and be elected to elected positions;

8.6.6    to receive additional education, to increase the scientific degree;

8.6.7    to be rewarded in accordance with the laws and acts of the President of the Republic of Azerbaijan.

8.7 The changing staff of the Academy (students) consists of students, listeners and doctoral students (dissertators) studying at the Academy.

8.8 Attendees are people who study full-time at the Academy.

8.9 Audience - persons studying at the Academy and those studying at the Academy by part-time education.

        8.10   Doctoral students (dissertators) are persons who have undergone scientific and scientific-pedagogical training in the relevant structural unit of the Academy.

        8.11   Prior to admission to the Academy, those with special ranks are retained.

        8.12   The responsibilities of the changing staff (students) of the Academy are as follows:

8.12.1 to acquire knowledge, skills and habits in accordance with the state educational standard;

8.12.2 to respect the honor and dignity of the permanent staff;

8.12.3 to comply with the requirements of this Statute;

8.12.4 To comply with the requirements of the Law of the Republic of Azerbaijan "About Education", ethical norms and rules related to the educational process.

       8.13   The changing staff (students) of the Academy have the following rights:

8.13.1 to receive quality education in accordance with the state educational standard;

8.13.2 free choice of subjects, amount of credits for semesters, educators and academic advisors (tutors) in accordance with the curriculum of the Academy;

8.13.3 to use the existing infrastructure of the Academy (educational-industrial, scientific research, information, cultural-domestic, sports and health centers, dormitories, libraries, etc.);

8.13.4 to change the higher education institution and specialty;

8.13.5 to engage in scientific research activities;

8.13.6 to be provided with safe and harmless educational conditions for health;

8.13.7 to demand re-evaluation of knowledge in accordance with the procedure established by the Cabinet of Ministers of the Republic of Azerbaijan;

8.13.8 to take an active part in the organization and management of the educational process, to freely express their views and opinions;

8.13.9 To participate in the scientific, public, social and cultural life of the Academy;

8.13.10  to participate in scientific-practical conferences, seminars, meetings, meetings and other events related to the activities of the Academy.

 

9.    Financial and logistics activity of the Academy

 

9.1 The property of the Academy consists of the property transferred to its use by the state, the State Customs Committee of the Azerbaijan Republic, its property or use by legal entities and individuals and received as a result of the activity reflected in this Statute, including intellectual property products.

9.2 The Academy is responsible for the maintenance, protection and efficient use of the property it owns and uses.

9.3 Strengthening and expanding the material and technical base of the Academy is carried out at the expense of the state budget and off-budget funds of the customs system.

9.4 As a result of the services provided in accordance with this Statute, the Academy can get (teaching, research, consulting and other services), real estate, including buildings, equipment, new technology, vehicles, etc.

9.5 Privatization of the academy is prohibited.

9.6 The Academy has the right to provide paid educational services, engage in entrepreneurial activities, receive donations and voluntary assistance within the existing legislation, in accordance with the Law of the Republic of Azerbaijan "About Education". Funds and other property obtained from these sources do not affect the amount of funds allocated to the Academy from the state budget and are used freely in accordance with the Statute.

9.7 The profits of the Academy are directed only to the development of education, social protection of students and educators. The Academy freely determines the direction of spending paid education and other off-budget funds and the share of allocations for financial incentives for employees, provides financial assistance to permanent and changing staff.

9.8 Funding of the Academy is carried out in accordance with the financial standards established for each level of education. These standards are set by the Cabinet of Ministers of the Republic of Azerbaijan, taking into account the amount of expenses per student.

9.9 The Academy is funded from the following sources:

9.9.1    at the expense of the state budget;

9.9.2    at the expense of funds received from paid education;

9.9.3    at the expense of grants, bequest funds, donations provided to the Academy in accordance with the Law of the Republic of Azerbaijan “On Grants”;

9.9.4    at the expense of scientific research grants allocated by the state on the basis of competition;

9.9.5    at the expense of funds received by the Academy from education, science, production, consulting and other services in accordance with this Statute;

9.9.6    at the expense of funds allocated by legal entities and individuals on the basis of a contract for the purpose of additional education;

9.9.7    at the expense of funds received on targeted programs and projects financed by state bodies;

9.9.8    Proceeds from the sale of obsolete equipment, vehicles and other property owned by the Academy, which is not suitable for educational purposes;

9.9.9    At the expense of other funds obtained in accordance with the Law of the Republic of Azerbaijan "About Education".

    9.10   The Academy does not aim to make a direct profit.

    9.11   The Academy keeps records of the results of its activities.

 

10. International cooperation of the Academy

 

The Academy's foreign relations and international cooperation, as well as international cooperation in the field of training are carried out on the basis of international agreements to which the Republic of Azerbaijan is a party, including agreements between the State Customs Committee of the Republic of Azerbaijan and foreign authorities.

 

        11. Reorganization and liquidation of the Academy

 

11.1      Reorganization and liquidation of the Academy is carried out by the President of the Republic of Azerbaijan.

 

11.2      When the Academy is liquidated, its property is disposed of in accordance with the Civil Code of the Republic of Azerbaijan.
