Bilateral training cooperation with other countries

The ASCCA's key function is to ensure the sustainable and continuous professional development, upskilling and lifelong learning of the human resoures of the State Customs Committee and its subordinate institutions.

In that framework, the ASCCA establishes, develops and maintains the mutually beneficial bilateral training cooperation with the training and education institutions of other countries' national Customs administrations, in order to learn their relevant and best practices, adapt and apply them locally, as well as to share the ASCCA's practices with them. The ASCCA's foreign bilateral training cooperation and partnerships thus systematically serve for the human resources development and capacity building for the Customs officials of Azerbaijan, while also recognizing and supporting the partners' equally important priorities and interests.

In addition to the general training cooperation directions, all training partnerships of the ASCCA vary in terms of different training cooperation agenda and structure with each partner country's institution.
All training partnerships are established and implemented via individual general cooperation agreements or memoranda of understanding.
A central element applicable to all agreements is separate and joint trainings, seminars, workshops, lectures and study visits.

At present, the ASCCA's established and developing foreign bilateral training cooperation and partnerships include such countries as Turkey, Ukraine, Korea, Spain, Belarus, Russia, Japan, Latvia, China, Lithuania and Poland. The ASCCA is open to establish useful and supportive collaborations aimed at mutual learning, support and sharing of the best practices.

Currently, online Customs trainings with the existing and potential partner institutions are prioritized, due to the conditions of the COVID-19 pandemic.
